April 8, 2011 To: Smoke Free Task Force From: Jackie Millslagle Re: Recommendations for Compliance I have reviewed your recommendations carefully. Your recommendations came during a time when a variety of judiciary policies and practices at UMD are being re-evaluated. In the process, we are being careful to maintain the position of case-by-case adjudication of student conduct code and University policy violation. When we complete our review, and consultation with General Counsel, I believe you will see this position reflected in procedures around alcohol-related violations which I believe served as a model for your recommendations. As a result, I am approving your recommendation that the educational module and its associated registration fee is the most likely sanction for first violations. For subsequent violations, the Student Conduct Officer will determine appropriate sanctions for repeated violation of University policy on a case-by-case basis. I cannot respond to recommendations regarding employees, or the role that residence assistants should play in compliance. You should make those recommendations directly to Judith Karon and John Weiske. Thank you for your continued work toward full compliance of our smoke free policies.
