First Time Application Checklist
- For a person applying for a first time teaching license
Applying for an Endorsement or Additional License Checklist
- For a person who already has a teaching license who is adding a license or endorsement
- If you currently hold a Minnesota license and are now adding an additional endorsement through the UMD post baccalaureate program, you cannot apply for this license online. Please contact Jayme Battaglia for the application. If you are completing courses for an endorsement concurrently with the initial licensure program, you must advise Jayme Battaglia so that UMD recommends the endorsement along with the initial license field. If this does not happen, you will have to apply separately for the endorsement and pay application fees again.
Postbaccalaureate Licensure Checklist for Initial License
- For a person who completed the Postbaccalaureate program and is applying for a first time teaching license
Administrative Licensure Checklist (Principal and Superintendent)
- For a person who completed the Graduate Licensure program and is applying for a Principal and/or Superintendent License
Full-Time Limited License
- For a person who has completed their teacher preparation program and attempted all required MTLE's but is having difficulty passing. A limited license is a temporary license that allows someone to teach while still attempting to pass remainder of the tests.

Unable to pass required MTLE tests?

The Minnesota Department of Education Board adopted a resolution that waives the requirements for an offer of employment and verification that a fully licensed teacher is not available. Under the Board’s resolution, a candidate can apply for a one-year limited license if they meet the following criteria:

Completed an approved MN program
Attempted all required licensure tests

Limited licenses are issued beginning on August 1 of each year and applications are available through our online application process at: http://education.state.mn.us/MDE/EdExc/Licen/index.html

Substitute teaching license

If you complete a teacher preparation program with student teaching, you can apply for a 5 year substitute teaching license. If you hold a bachelor's in non education then first you need to find a district to give you a verbal agreement that they will sign part of your application because they are in hardship and need you for a sub. You would contact the MN Dept. of Education office on how to apply online. Be sure you find a district to sign before you apply and pay online because if you apply first and can't find a district then your fee will be forfeited.

Wisconsin Licensure

To be recommended for a Wisconsin license, UMD graduates must meet all Minnesota standards and have passing scores on Minnesota required license examinations. In addition, UMD graduates must meet statutory requirements applicable in Wisconsin. Students interested in teaching in the State of Wisconsin should be aware of additional requirements for licensure in that state.

Wisconsin Testing Requirements
- In order to be eligible for Wisconsin licensing you must receive your degree and meet licensure testing requirements in both Minnesota and Wisconsin:
  - Passing scores on the MTLE Basic Skills Exam will satisfy the Praxis I Wisconsin State testing requirement
  - Content & Pedagogy Tests: Students must complete the content and pedagogy tests requirements for Minnesota State licensure and the Praxis II: subject area tests required in Wisconsin for licensure
  - Effective July 1, 2013 all applicants must pass all tests required for both Minnesota and Wisconsin before a license will be issued.
