1999 Selected to give the keynote address at the 13th Annual microCAD International Computer Science Conference held at the University of Miskolc, Miskolc, Hungary, on 24 February 1999: "inter-Facing the Inevitable: Appropriate Technology in the 21st Century." At this main Central European Conference researchers from 16 countries presented 443 papers in 18 divisions of the sciences, social sciences, humanities, technology, and management. Roufs was the first social scientist invited to deliver a microCAD International Computer Science Conference keynote address.

"Universia.es (http://www.universia.es) is a project designed [by 57 Spanish universities, the Spanish Rectors Conference (CRUE), the Higher Council for Scientific Research (CSIC) and the Banco Santander Central Hispano] to be the world's greatest gateway to Higher Education and Research for hispanics. One of its sections is a collection of what we consider to be the best online university courses or material available at the moment on the world wide web. We have chosen most of these from the Texas World Lecture Hall project, selecting what we consider to be the best ones in terms of resources, relevance to Hispanic research and innovation."
  Several webpages have subsequently been awarded honors
