Web access denied with valid IP address
Problem: My computer has a valid IP address of 131.212.x.x, but I can't run my web browser or telnet.
Solution: First, check for and remove the Qhost Trojan; if the problem persists, reinstall the winsock files.
Recently, we have seen this problem as the result of the Qhost computer trojan. This problem can also be caused by corrupted, old or incompatible versions of the Winsock files being installed on the computer by programs such as AOL 6/7, New.NET, and some file-sharing programs.
To solve this problem, first follow the Fix Qhost Trojan instructions. If the problem persists, follow the Fix Winsock2 instructions.
Fix Qhost Trojan
- Disable System Restore (Win XP)
Right-click My Computer, go to Properties, click the System Restore tab and choosing "Turn off System Restore". If you do not disable this, your computer may back up the virus files and try to restore them to the computer later.
- Download and run FixQhost.exe.
Download --> FixQhost.exe (https://131.212.109.43/software/all/win/util/avtools/FixQhost.exe)
(Click on the file name, then specify "Save"; remember where you save the file).Note: You should be able to access this file by using the complete URL listed above. If you have problems downloading this file, call the ResNet Help Desk (x6116) to get a copy of the file on CD.
Run the Fix Qhost repair utility (double-click on the file you downloaded). Follow the on-screen instructions.
- Enable System Restore (Win XP)
Right-click My Computer, go to Properties, click the System Restore tab and clear the "Turn off System Restore" box.
- Restart your computer
- Verify the TCP/IP settings
If you still can not access network services, check the network settings as follows:
- Click on START - Settings - Network and Dial Up Connections
- Select and double-click on Local Area Connection
- In the "Local Area Connection Status" window, click on the Properties button.
- In the "Local Area Connection Properties" window, select and double click on Internet Protocol (TCP/IP).
- In the "Internet Protocol (TCP/IP) Properties" window (shown), the following should be checked:
Obtain an IP address automatically
Obtain DNS server address automaticallyChange if needed, click OK and restart your computer.

Fix Winsock2
Windows 98 and Windows ME
- Remove the WINSOCK2 key
- Start REGEDIT (select START - Run, type in REGEDIT, and select OK).
- Remove the following key (but do NOT remove the Winsock key):
HotKeyLocalMachine\System\CurrentControlSet\Services\VxD\Winsock2- Remove TCP/IP and Dial-up Networking
- Select START - Settings - Control Panel - Network.
- On the Network Properties window, remove every listing for TCP/IP (highlight each one and click .
- Click OK to close the Network Properties window.
- When prompted to restart your computer, select No.
- Select START - Settings - Control Panel - Add/Remove Programs.
- Click on the Windows Setup tab.
- Select Communications, then click on .
- UNcheck Dial-up Networking.
- Click OK to remove it.
- Restart your computer.
- Reinstall TCP/IP and Dial-up Networking
- Select START - Settings - Control Panel - Add/Remove Programs.
- Click on the Windows Setup tab.
- Select Communications, then click on .
- Check Dial-up Networking.
- Click OK to reinstall it.
- Restart your computer once more.
- Select START - Settings - Control Panel - Network. Verify that TCP/IP is in the list of installed network components. If it is not, reinstall it:
- Click on the Add button.
- Select Protocol from the list, and click on again.
- From the left list, select Microsoft. From the right list, select TCP/IP.
- Click OK at the bottom of this screen.
- Click OK to close the Network Properties windows.
- When prompted to restart your computer, select Yes.
- Try IE and Telnet again.
Windows XP
- Set Internet Explorer settings to "default"
- Open Internet Explorer. Select Tools - Internet Options from the menu bar at the top.
- Select the Security tab. For Internet, select . (If this button is grayed out, the default settings are already in use.)
- Select the Advanced tab, and click .
- Close Internet Explorer.
- Delete the Winsock2 key
- Start REGEDIT (select START - Run, type in REGEDIT, and select OK).
- Remove the following key (but do NOT remove the Winsock key):
HotKeyLocalMachine\System\CurrentControlSet\Services\Winsock2- Restart your computer.
- Remove the New.net domain application
- Select START - Control Panel - Add/Remove Programs
- If New.Net is listed, select it, then select .
- Try IE and Telnet again.
