When you place a file in the Windows Recycle Bin, it is not actually gone. The data remains on your disk even after the Recycle Bin is emptied.
To ensure secure file deletion, ITSS recommend using an application called Eraser. Eraser for Windows is available here.
Erasing FIles
After installing Eraser, you should now be able to right click a file and select Erase from the context menu.

You will then be asked to confirm. Click the Yes button and the file will be securely erased.

Important: Once the file begins to be securly erased, there is no method available to retrieve the file in case of accidental erasure. A securly erased file is permanently gone forever.
Erasing Recycle Bin
The Recycle Bin can be securely erased just like a file. Right click the Recycle Bin, and select Erase Recycle Bin.

Choose Yes from the confirmation window.

This process could take a long time if your Recycle Bin contains alot of files as each space is wiped many times. To expidite the process somewhat you can reduce the number of write passes by clicking the Options button first.

This will open the Preferences:Erasing window. Select Option 3 and click OK. If you have confidential data, you may want to select option 2 for more secure writing passes.
Then click Yes to confirm erasing.
