Temporary Office Service ( T.O.S.)


The Temporary Office Service ( TOS) program is UMD's own temporary help agency managed by the UMD Department of Human Resources. TOS fill temporary job requests from UMD departments on a short notice. TOS employees may work for one department for a maximum of 67 work days or may be extended for eligible reasons such as covering for a staff on medical leave.

Temporary and Casual Appointment

TOS Employees are Temporary and Casual employees (i.e., classifications 0001) and are covered by the human resources policy on temporary and casual appointments. Temporary and casual appointments are normally not eligible for pay increases.

Need temporary help?

To request for a T.O.S. staff, a department must fill out the T.O.S. Department Request Form at http://www.d.umn.edu/umdhr/tos/requestform.htm. T.O.S. staff can only work a maximum of 67 work days or one semester in one department.

At the end of an assignment, department must fill out the TOS Evaluation Form and submit to UMD Human Resources.

Department Charge: 9% UMD HR administrative charge plus fringes (see Fringe Rate Matrix.)

If a TOS employee has worked 67 work days during a calendar year, their job classification is changed to an AFSCME job code 1811. Their rate of pay will change to conform with the salary of Job Code 1811, Office Support Assistant, Step 1. The rate is subject to change according to AFSCME contract.

*Rate of pay for general clerical and computer duties for retirees hired into the TOS program is $12.00
**For Peoplesoft/Staff HR access (Inquiry and Data Entry access), UMD Human Resources will submit an Access Request Form (ARF)

***For Peoplesoft/Student Access (Data Entry &/or Inquiry)access, department must submit an Access Request Form (ARF)with the UMD Office of Financial Aid and Registrar.

***For Peoplesoft/Enterprise Financial System (EFS) access, department must submit an Access Request Form (ARF) with the UMD Business Office.
