In a small bowl
stir together the garlic, flour, salt and white pepper. Arrange 1/3
of the potatoes in the bottom of the dish and top with 1/2 of the onion
slices. Sprinkle half of the flour mixture over the potatoes and dot
with butter. Repeat with two more layers in the same manner. Pour the
milk evenly over the top. butter aluminum foil and cover. Bake for 50
minutes. Uncover and bake 45 minutes longer until the top is golden
brown and potatoes tender. Sprinkle with parsley.
