During the speech, Dayton will highlight the growing need for policy changes and a national commitment to public service. The Masters of Advocacy and Political Leadership (MAPL) program is a weekend degree program for adults at the University of Minnesota-Duluth. The program, which has students from across the state, focuses on how to analyze and change public policy. Upon graduation, the students take with them a new understanding of policy and a dedication to bringing about change in their communities.
