The MAPL program contacts a number of outstanding leaders in advocacy and politics to ask them to agree to be part of MAPL's pool of community faculty. The following are some of the guest speakers involved in the Spring 2005 Semester. Andrea Hart Kajer joined our MAPL Lobbying class as a community faculty team member on Friday 5/06/05.Andrea Hart Kajer is Director of Government Affairs at Cook Hill Girard Associates. Hart Kajer's successful history in issue management and government relations includes 18 years as a front-line lobbyist for Minnesota's largest city at all levels of government. Hart Kajer was instrumental in securing $120 million in annual aid for the city of Minneapolis as well as grant activities, with an annual grant awards to the City topping $30 million. Areas of expertise include professional sports both locally and nationally, tax policy, appropriations, public safety, and economic development. Hart Kajer guided elected leadership through Presidential and Congressional events, as well as international business development efforts and diplomatic activities. Hart Kajer is respected on both sides of the aisle for clarity, commitment, integrity and advocacy. Hart Kajer is a recognized expert in local government presenting in Mexico, Japan and Germany on local government and urban studies. Hart Kajer served on Governor Ventura's Transition team as well as the Metropolitan Council Selection Committee. As a legislative aid at the National Taxpayers Union, Washington D.C., Hart Kajer lobbied Congress on tax and spending policy and coordinated legislation with members of Congress and their staffs. Hart Kajer is past Fellow, Council of Local Authorities for International Relations, John J. McCloy Fellow, Urban Affairs, German Marshall Fund and a Mondale Fellow, The Humphrey Institute of Public Affairs. Currently, Hart Kajer serves on the Governor's Residence Council, the Ripley Foundation and the Minneapolis Aquatennial Board. Hart Kajer received her Master of Public Administration from American University, Washington D.C. and her Bachelor of Arts from the University of Minnesota. Marcia Avner joined our MAPL Lobbying class as a community faculty team member on Friday 2/11/05. ![]() Marcia Avner is Chair on the nonprofit steering committee for the Nonprofit and Community Advocacy MAPL concentration. She also taught this past Fall Semester's "Nonprofits and Civic Engagement" course on Saturdays. She is the Public Policy Director with the Minnesota Council of Nonprofits (MCN), a statewide association of nonprofits with over 1400 member organizations. Her work includes training, education and lobbying on issues that are important to nonprofits and the people they serve. MCN is dedicated to building the capacity of the nonprofit sector and individual organizations to engage in strategic public policy work. Her efforts have involved national and international speaking and training. Avner is also an Assistant Professor at Hamline University and teaches management, fundraising and lobbying courses. Avner has authored The Lobbying and Advocacy Handbook for Nonprofit Organizations: Shaping Public Policy at the State and Local Level, published by Wilder Publications in January, 2002. Prior to her work with MCN, Avner served as Communications Director for U.S. Senator Paul Wellstone and worked with Sheila Welstone on shaping a domestic violence prevention and intervention initiative. Avner was Deputy Mayor to St. Paul Mayor Jim Scheibel, Executive Director of The Minnesota Project, Assistant Commissioner of Energy for the State of Minnesota, and Legislative Director with the Minnesota Public Interest Research Group. Avner has a BA from Carnegie Mellon University and a MA from the University of Arkansas.She serves on numerous community and nonprofit boards including Charity Lobbying in the Public Interest, Jewish Community Action, and Lifetrack Resources, Inc., and Wellstone Action! Scott Magnuson joined our MAPL classes as a community faculty team member on Friday 2/18/05. Scott Magnuson has been employed by the Minnesota Senate since 1978 and currently serves as Director of the Senate Information Office. He has a B.A. from the University of Minnesota in Political Science. In addition to managing the Senate Information Office, he supervises and coordinates the State Fair Senate Information Booth and the Senate Internship Program. He has also hosted foreign legislative visitors from 1981 - 1997.
Sean Kershaw joined our MAPL classes as a community faculty team member on Saturday 2/19/05.
Sean is President of the Citizens League. The Citizens League helps to revitalize public dialogue and civic engagement. "The Citizens League promotes the public interest in Minnesota by involving citizens in identifying and framing critical public policy choices, forging recommendations and advocating their adoption. "
The Citizens League is Minnesota's premier civic involvement
organization. Kershaw was also a founding member and current board
member of Civics Incorporated, a young-adult civic leadership program
that is affiliated with the Statewide Active Citizenship Institute.
Kershaw will give his perspective on how public policy is made in
Minnesota and how that process can be improved. He will also
respond, with Spano, to students' public policy problems and
solutions. As a part of all this, we'll weave in a discussion on
these questions: How do we frame problems in the public policy
field? Is Wildavsky right? Do you have to create problems in
policy analysis before you can fix them?
Christina Macklin joined our MAPL classes as a community faculty team member on Friday 3/04/05. Christina is the Policy Analyst for the Minnesota Council of Nonprofits (MCN). Christina joined the staff of the MCN in January 2001. She spends most of her time analyzing tax and budget issues for the Minnesota Budget Project, an initiative of MCN. She also assists in MCN’s other public policy work and produces the Minnesota Nonprofit Economy Report, which is published annually. Christina has an M.A. in Political Science from the University of Minnesota and holds a B.A. in Political Science from Wheaton College in Wheaton, Illinois. Senator Mee Moua joined our MAPL classes as a community faculty team member and presented to the public, "Hey America, Immigration is your Future," on Saturday 3/05/05.
State Senator Mee Moua was first elected to the Minnesota Senate in a special election in January 2002. Her legislative accomplishments include funding for the Phalen Corridor and Metropolitan State University Library, making it easier to build affordable housing, and improving tax policies for low income Minnesotans. She also fought to protect civil rights and to secure funding for crime victims. Senator Moua is a Majority Whip, Vice-chair of the Transportation Policy and Budget Division, and serves on the Tax Committee and the Crime Prevention and Public Safety Committee. In addition to being a member of the Senate, Senator Moua is an attorney with Leonard, Street and Deinard, representing small businesses. She has degrees from Brown University and a Masters of Public Policy from the University of Texas-Austin, and her law degree from the University of Minnesota. Senator Moua is a founder of the Hmong Bar Association, and serves on the United Way Board, the St. Paul Riverfront Corporation and the Minnesota Humanities Commission. Born in Laos, Senator Moua immigrated to the U.S. in 1978 and currently lives on St. Paul's East Side with her husband Yee Chang and their two children, Chase and Sheng. She was the nation's first Hmong American elected to a state legislature.
Ken Buehler was visited at The Depot by our MAPL students on Saturday, March 5, for his presentation. Ken is the Executive Director of the Lake Superior Railroad Museum. Mark Winson joined our MAPL classes on Saturday, March 12. Mark is the Chief Administrative Officer for the City of Duluth. Gary Eckenberg joined our MAPL classes on Saturday, March 12. Gary is the Deputy County Administrator for St. Louis County. Shaye Moris and Jeff Anderson and Northern Lakes Foodbank joined our MAPL classes on Saturday, March 12. Shaye is the Executive Director and Jeff is the President of the Board of Northern Lakes Food Bank. Geoff Michel joined our MAPL classes as a community faculty team member on Saturday 4/02/05.
Geoff Michel is an active State Senator representing Edina and West Bloomington (District 41). He was elected in 2002 to serve his 4-year term. His Senate Committees are: Commerce, Education Policy, Pension Commission, and State Government Budget Division. He is employed as Counsel for Minnesota Life Insurance. He has also been the Legal Counsel for Governor Arne Carlson and Legislative Assistant for Congressman Bill Frenzel. His current community/civic involvement includes board member of the Minnesota Children’s Museum; and previous involvement as a board member for the Minnesota Chamber of Commerce and St. Paul YMCA. He is also involved in his Christ Presbyterian Church and is a coach for Youth Soccer. Geoff has a J.D. from the University of Minnesota Law School and resides in Edina.
Jeff Corey joined our MAPL classes as a community faculty team member on Saturday 4/02/05. Jeff is the Executive Director of Northern Communities Land Trust (NCLT) . Tom Kelly joined our MAPL classes as a community faculty team member on Friday 4/08/05. Tom Kelly is President of Strategic Communications in Roseville, MN. He is a communications consultant specializing in message development and media relations for nonprofit organizations. Tom has over ten years experience as a reporter and communications professional. He served for two years as a US Capitol reporter for FDC Reports and three years as communications director for the Minnesota Democratic-Farmer-Labor party. Since 2000 Kelly has helped develop public relations strategies and opportunities for political clients and nonprofit organizations such as; Judi Dutcher for Governor, Wellstone for Senate and Citizens for a Safer Minnesota, the Philips Partnership, the American Cancer Society, the Minnesota Smoke-Free Coalition, that National Environmental Trust, the Minnesota Center for Environmental Advocacy and the Minnesota Council of Nonprofits. He earned an MA in American History from George Mason University and a BA in Political Science from Kalamazoo College. Cindy Bigger joined our MAPL classes on Saturday, April 9. Cindy is an Extension Educator for the University of Minnesota. Richard Teske joined our MAPL classes on Friday, April 15, and Saturday, April 16. Richard is a UMD graduate, and has, for three decades, been at the center of the health care policy debate in Washington. He served for almost eight years in the Reagan administration, then was a Corporate Officer and Vice President for Government Affairs and Public Policy for the international pharmaceutical company Burroughs Wellcome. He began his career at the state level as Policy and Field Operations Director for the Minnesota Republican Party (where he directed over 150 state and federal campaigns), Director of Legislative Research for the Minnesota State Senate, and as Legislative Director for both the Minnesota Medical Association and the Minnesota Chamber of Commerce. He served as Special Assistant to U.S. Senator David Durenberger (R-MN). He also ran unsuccessfully as the youngest Republican endorsed candidate for Minnesota State Treasurer in 1978. Currently, Mr. Teske is a nationally known researcher and writer on health care policy. He is a Visiting Fellow at the National Center for Policy Analysis and a regular contributor to the American Legislative Exchange Council (ALEC) and the Heritage Foundation. His topic “Can We Afford the Health Care of the Future, Let Alone the Present?” Mary Strueffert joined our MAPL classes on Saturday, April 16.
