For more than three decades, Julene Boe has lived in the western part of the city, first in Morgan Park along the St. Louis River, and then in West Duluth overlooking the river. So, it isn’t surprising that she now serves as Executive Director of the St. Louis River Alliance (SLRA).

The organization was born out of the St. Louis River being designated an Area of Concern in 1989. At the time, it was one of 43 of the most polluted sites on the Great Lakes. The second largest river flowing into Lake Superior, it was cited for nine issues, including loss of historic habitat due to extensive filling of wetlands, and dredging of shallow aquatic habitat. At the outset, the organization was called the St. Louis River Citizens Action Committee.

Julene feels blessed to have spent her entire career working for many of our area’s treasured assets: the Duluth Public Library, Lake Superior Zoo, City of Duluth parks and recreation, and now the St. Louis River. When she’s not recruiting new Alliance members or taking part in events like SLRA canoe trips, Julene spends time with her husband, Dale Lucas, and their two cats and two dogs.
