It is tempting to skip this step, but once again, gather all the partners together and consider the information that has been gathered. Most RHS projects involve the students at this point. The communities have generally completed the prior steps.

The Problem Analysis Worksheet may be useful in discussing this data in a systematic manner. The goal of this step is to "raise to the surface" as much information as possible in order to be fully mindful of the issues as planning the project.
