The WCAG 2.0 caption definition prescribes that the captions provide "information needed to understand the media content" and that "captions convey not only the content of spoken dialogue, but also equivalents for non-dialogue audio information". ADA, Section 508, Section 504, CVAA, and FCC all state: “An equivalent alternative must be provided video content”.
