Policy on Serving Food & Beverages on University of Minnesota Duluth Premises


For the protection of students, staff, the public, and the University the following policies with regard to serving food and beverages on the University of Minnesota Duluth premises shall apply;


General Policy

It is understood that the ultimate responsibility for serving food on the UMD campus rests, in general, with the UMD Food Services Department; thus, any food served on campus other than “snack foods and light refreshments” shall be obtained through Food Services unless an alternative source is approved by the UMD Campus Environmental Health & Safety (EHS) Office.


Snack Foods & Light Refreshments

Snack foods or light refreshments that are pre-packaged such as: chips, pretzels, canned or bottled soft drinks, coffee, tea and commercial cookies, cakes, and donuts and are purchased from a retail market can be served without EHS approval. Approval may be required if room sanitation becomes a problem. Pre-packaged foods that are sold for fundraising must have EHS approval.


UMD Food Serving Permit Form

To request approval for serving food not ordered through UMD Food Services, a UMD Food Permit Form must be filled out and submitted to the UMD EHS Office in 13 DAdB at least 5 working days prior to the event. This form can be downloaded at: http://www.d.umn.edu/ehso/events


Specific Requirements

More details on the specific requirements for obtaining approval to serve or provide food on campus that is not prepared by UMD Food Services can be found on the ehso website at http://www.d.umn.edu/ehso/events There are specific requirements for bake sales, food stands and special events.


Student Services Booklet

Information on UMD Catering Policies, serving of food for fundraisers, serving food and refreshments at programs, and special food regulations can be found in the Student Services Booklet.


Business Enterprises

Any food and/or beverage fund raiser lasting more than 5 days (any one organization is allowed a maximum of four fund raisers involving food items per academic year) is considered a “Business Enterprise” and must fully comply with all requirements of the University of Minnesota Regents Policy on Business Enterprises. Standards regarding employment, cleanliness, safety, and financial accountability that comply with city, state, and federal regulations must be followed. The Minnesota State Food Code requirements apply in regard to cleanliness and sanitation. Prior to commencement of a business selling food or beverage items, approval must be obtained from the UMD EHS Office, and agreement must be arrived at between the administration and the organization as to the method of financial accountability according to the usual standards of good business practice.
