Project Award -Implementing the Library Fines Process Improvement Project


Heather McLean and Teresa Linval

In 2008, the UMD Library had over $71,000 in uncollected debt from fines and fees associated with damaged, overdue, lost and unreturned library materials.  In 2009, Heather McLean and Teresa Linval implemented a project to address these deficiencies.  The project had been developed as part of a Transformational Leadership Project.

In order to address the uncollected fines, it was necessary to waive a small portion of undocumented fines and then validate those that could be validated.  Paper bills for those were processed, providing the basis for aging the uncollected debt.  This information was transferred to student accounts or billed through EFS, depending upon the enrollment status of the patron.  Customer records were updated in the library’s system.  Finally, a process was created to utilize official University systems to bill the users and procedures were put in place for the Library to bill through the appropriate PeopleSoft module.

Based on the work done on this project, Tess and Heather also redesigned the interlibrary loan overdue and fine billing procedures to interface with EFS.
